R13042.16 Cancellation Bill for Deceased

My stepfather passed away in December last year. At the beginning of this year, my mom attempted to cancel his contract and change her own to a cheaper option. She was able to change hers for R3869.33. A few months later, she received a bill from Vodacom asking for R13042.69 in order to cancel my stepfather's contract. We cannot understand why she was not told that the amount was so high, nor why she was not given the option to change that contract to a cheaper option and let it run its course.

Since then, we have tried numerous times to get clarity on what the charge entails, and why we were not given other options. We keep being passed around from department to department, and the legal department doesn't follow up on calls. Please can we get some assistance!
