STILL waiting for refund ...!

On 3 March 2013 I contacted Cell C Customer Service the first time regarding a refund on my account. I had upgraded and subsequently a credit was due to me. I was told that it would take approximately 3 to 4 weeks, which I completely understood. Well, 4 weeks came and went and again I phoned. I was told someone would contact me within 48 hours. Nobody contacted me. Two weeks later on the 18th May 2013 I received a phone call and was advised that the money would be paid into my bank account within 7 days. 7 days came and went and still no refund in my bank account. On 5th June 2013 I phoned again and was told that someone would contact me in 24 to 48 hours. Nobody contacted me. I phoned again on 16th June 2013 and again was told that someone would contact me in 24 to 48 hours. It is now 18th June 2013 and I am still waiting. I am really fed up with the service I or rather lack of service received from Cell C and would like an answer as to when i can expect my refund!!! By now I am thinking - if I do not pay my cellphone account, Cell C suspends my line. This doesn't seem fair and I would like an answer please.
