40Mb/s VDSL Very Very Slow

I Upgraded to a 40Mb/s VDSL Telkom connection 6 months ago which was working OK until 2 weeks ago. If I do a speed test I get 38Mb/s down and 2Mb/s up which is great. However when I try and down load content, ie an 18Mbyte driver file from [URL Removed] it comes in at 2.5Kb/sec in 2.5 hours. Internet banking is so slow it is almost unusable and Youtube is out the question. I am nowhere near my 40 Gig cap. Then if I download the same file via my Vodacom USB modem I get it in just under 2 minutes. I have been on the line to Telkom 10210 numerous times but cannot get though to any one who understands. I explained that it was not a line problem and was given a case number 784CRZ060613. However they reset my port. 3 days later a technician phoned me to tell me there was nothing wrong with my line which is exactly what I said in the first place. I am paying a lot of money for this fast VDSL line that does not work. Fortunately I am on a monthly contract. I am thinking of moving my account if I cannot get it working soon. Please Help!
