3rd complaint here. cellc's service stinks

Ok so apart from my terrible internet connection or lack thereof, my data service has been throttled last month. Received an SMS stating "Our monitoring systems have identified that your data usage in the last month has been excessive. In line with our BlackBerry Fair Usage Policy, your data service will be throttled back so that the BlackBerry service is not impacted for other Cell C customers." I immediately called 140, enquiring when will this throttle be released, I was told when I renew my bis. Being on contract, that meant the 31st. Guess what? It hasn't being the case. Called in today & told that cellc cannot do anything, my service has been throttled by blackberry itself & not cellc!! Cellc just informed me of it via SMS, that's all. They don't have the system used to "unthrottle" my speeds. & they can't tell me if my speeds will ever be back to normal!! It "may or may not pick up". Question, why not inform the client before it comes to such point? Secondly, why SMS the client, with a link to the BB fair usage t&c's, when its only accessible via a desktop & not a mobile phone? 3rdly, I NEED A FACTUAL ANSWER as to how long will I be throttled so I know whether to cancel
