Refusing contract due to permit type

Vodacom are refusing to give me a contract based on the permit in my visa being a "Visitors visa".

I've moved to South Africa and have a Life Partner permit with Business Endorsement. The business endorsement allows me to open and run a company in South Africa and is valid until 06/2014 (and is then renewable).

The Life Partner permit falls under Section 11 of the South African Immigration Act which is considered a Visitors visa.

BUT Section 11 (2) states that "The holder of a visitor's permit may not conduct work, unless authorised by the Director General [...]".

By having the additional endorsement as granted by the Director General it turns my visitors visa into a "Business Visa" which surely means I should be allowed to get a contract.

It was good enough for FNB to give me a bank account. Why is it not good enough for you to give me a contract?
