No refund - do I need to demand enforcement of CPA

The manager and a person by Name of Chrissie refuses to refund me on a cover that I don't want. They can't get the soft cover I need for my cell phone and wants me to take something I am not happy with. I want my refund of R149.00 and they can get their product back which hasn't even been opened!
