No personal hotspot on ipad4 with 8ta

I have the ipad4 with the 8ta 10gb day and 10gb night option, I used to be able to create hotspot on my android, however I have upgraded to an ipad 4 and am now without the option to create a hotspot. According to other users in 2012 it was requested for ipad hotspots to be enabled by 8ta but it seems that is a dream. It is now 2013 already.

My biggest problem is that my android is broken and I need Internet on my Pc for ITunes to download and sync to my ipad. How do get any Internet on there now, seeing that the 8ta connection is all that I have.
