Locked bike from gym

My son uses my Mountain Bike regularly to ride to Gym. He locks it outside the Gym in the bicycle rack. He came out today to find his bike gone. He reported it to Carly, the manager. She has filed a risk report and said she would check the CCTV footage. However, there are no cameras covering the bike racks and when I asked about the camera at the main gate, she told me the camera doesn't work. I asked her if this happens often. She said no, only one bike got when a client never locked it. On leaving, I questioned the security guard and he said MANY bikes have been. They have bolt cutters in the gym for when people lose their locker keys. I think someone cut through his chain, tking the chain with to alleviate suspicion. I think there is a thieving racket going on at the gym.
