Charging on a R0.00 balance

I have opened up a Mr price account and have not used it thus far as a result they are charging me R9.40 customer protection plan on a R0.00 balance. How is this possible if I have not even used the card. If this is the case I would rather cancel this card as I am being charged for NOTHING!
