Estee Lauder Promotion a standing joke

Firstly - I have phoned every single store and no-one has any more gifts to continue with the Estee Lauder promotion. So there really is no promotion.
Secondly - as last year, the promotion says "skincare product" but counter assistants insist "skincare" refers solely to a moisturizer. You need to (1) be clear that the promotion pertains to MOISTURIZER purchases only (2) that STOCK IS VERY LIMITED and should be RESERVED TELEPHONICALLY (the only way to actually parttake in the promotion - everyone pre-ordred via telephone year).

The Consumer Protection Act is clear on this:
Your right to protection in terms of trade coupons and similar promotions - Persons making promotional offers are required to adhere to the following:
oEnsure that the supply of the particular prize, reward, gift, free or reduced price good, or the CAPACITY TO PROVIDE enhanced quality or services, IS SUFFICIENT to accommodate all REASONABLY ANTICIPATED demands resulting from the offer;
oGOODS or services to which the offer RELATES;
