Frozen Products not monitored

Hi

I bought 2 packets of I&J fishcakes at my local shoprite, went straight home to prepare them. The ice around them were like "slushpuppy" and they stuck together in the middle, so when you remove them from each other they break apart or one have part of the other and the other one are left with no crust. This means that they thawed at some point and were refrozen at a later point, yet they are not entirely frozen when I took them from the freezer. This makes me wonder if they monitor the temperatures of their freezers and fridges? Do they check whether a product is OK to be sold. It is a frozen product and must stay this way till cooked.

Very disappointed in my soggy fishcakes!
