Security not enforcing rules for protecting custom

On Saturday while doing shopping I can across two while ladies smoking by a piller with a no smoking sign on it. This was right in the path of those who walk to get to the different shops in the mall and as such these ladies were saying that their choice to smoke trumped our choice not to and as such, if we wish to get to the shops we would just have to inhale the secondery smoke from their cigarettes... A free lung cancer infection was their gift to everyone who would walk past there. We passed a security guard and he just moseyed on and did not even do anything about it, instead gave me a bad look for complaining that they were not doing their job. It is very distressing to think that when one goes out to shop, one does not only bring groceries home but lung cancer thanks to people who break rules and those who make rules just for show!
