Smoking in restroom

I find it unacceptable that staff still have the audacity to smoke in a restroom are there no consequences in place for this behavour? I feel sick to use the restroom at this service station because of the fowl smelling restrooms its clean but smoke in the small area makes it impossilbe to breath once inside could management please set some rules inplace to stop this behavour? Last time I checked it was illegal to smoke inside a building unless it was a designated smoking area.
