Does not want to return or refund

I am very unhappy I bought a shirt at truworths man end September 2013. The shirt foes not fit. Now when I want to return it I am not allowed. All of a sudden there is a policy to say I can't. Today is the 1st I heard about that why was that policy not declared to me when I bought it? According to the CPA I have 6 months to return any item that I am not happy with. But according to the lady they work on there rule and regulations. The item is still in its packaging with tag and I have the slip. Why cant I return it. Were is the customer satisfaction?
Were is the after sales service? Can anyone one please get back to me this is unexeptibale.
