Bought Ipad R4000 doesnt work- dont get back to me

I bought and Ipad for R4000 which is a reasonably good price but the ipad is still linked to the previous owner's icloud Apple ID which means I cant do anything with it. It's been 3 weeks after several phonecalls and visits back to the store and I requested numerous times for the owner to phone me, which doesnt happen. They are willing to give me back the money but I bought it for a good price and now I must loose on the deal because they dont do any effort to help me with removing it from the previous owner's name...
