Waiting on callback for almost three weeks

I applied for a woolw acc on 07.11.13. i phoned the branch 14.11.13 too hear why i haven't received any feed back. left a message with an obnoxious receptionist for customer services to phone me back. 20.11.2013 i made another phone call requesting to speak to the store manager as it was exactly a week later and no call back. explained the scenario and my frustration. especially because the receptionist had NO telephone etiquette. he promised to have the customer services department phone me back which they did requesting my id nr and they advised me the they would phone me back in a couple of minutes. today is the 27.11.2013 and once again i am still waiting!!! pathetic is not the word i have in mind. it's ridiculous that i had to make several phone call to this store. i stay walking distance from the mall but will definitely not visit this store again. you can keep your account. i wonder how many other paying customers are treated this way. if the manager of the store does not even bother to follow up on a frustrated customer's query. why the heck would the rest of the staff bother??? once again pathetic service!! not what i would expect from WOOLWORTHS
