HP Cartridges that were dry

Earlier this year I bought a double pack of HP 135 tri color print cartridges and a pack of black HP131 cartridges for my HP PSC 1613 printer. After replacement of both cartridges I printed a couple of pages and when printing again a couple of weeks later the printer would only give an error message. The error stated that the colour cartridge was empty. I installed the 2nd cartridge and the same thing happened. I sent a letter to IC and a technician from the branch contacted me and asked me to bring the printer and cartridge to the branch to check. On arriving at the branch the technician that contacted me was not available and the other technician just said they can do nothing as cartridges dry up if not used. The technician had a bad attitude which I reported in September and I got a response on 13/09/2013 saying I would be contacted shortly, I am still waiting for the call.
The most annoying part of this is that both cartridges were dry and IC had no interest in even checking why this had happened, possibly old stock? I took both the cartridges to the branch but the technician had no interest in my problem. I then bought a replacement cartridge at a different shop and all OK
