Out-right refusal to adhere to consumer rights

This morning at approx.. 11:30 am my Fianc?? was at Musica, Bayside trying to return a game he had bought yesterday (09/11/13). He had the cash receipt as well as the game, still sealed, as per their "T&C's".
[He is currently starting up a little gaming business, as jobs are few and far between in SA, and is subsequently a regular customer at almost all of the music stores in the WC.] After giving all of the required docs and the game to get a refund he was told by the Cashier, that even though he has everything required she will not refund his money as all of the musica stores know him and what he is doing is unethical. If that is not plain discrimination and in my opinion DISGUSTING service then please tell me what is.
Why is this woman at a till allowed to " change" the Law, refuse to adhere to requests and rights as well as decide who may or may not try to start up a small business in order to provide for their family?
This is not the first time this level of disregard has been displayed by a Musica employee.

Why is it happening and WHEN will it be fixed? Or is it time for Musica to learn that without customers there is NO way they would exist...
