No airtime and no answer when calling

I bought airtime via *130*334# and have been charged on my edgars account but never received any airtime...

I tried calling 0861788211 but it just rings non stop and if someone answers I can hear people speak zulu in the background but no one talks to me.

I'm absolutely shocked!!!
