The guy who presents the "Name your stains" advert

This insn't really a complaint in the true sense of the word... however, myself and hundreds of other people are facinated by the head of the guy who presents the "Name your stain OMO advert".

Has he had implants under his scalp, or does he have some sort of medical condition? I have tried googling to find out more, but cannot pick up anything about this. You can't go and put such an unusual looking person on your ads and not have more info available to the public about him. Who is this guy, and what is up with his unusual head?
