Disregard for CPA

I bought a Bell Telephone in Novemeber 2012 and it went faulty in December 2012. The phone was taken in to PnP Hyper and I was sent to repair counter as it was past their 10 day return policy. However, without a reponse for over a week, I decided to contact them and was told they had no idea when the phone would be returned.
So, trying to see where CPA protects me, I stumbled upon the part that specifies that within 6 months if the device goes faulty, then I can choose if I want it repaired, replaced or refunded!!!
Excellent, so I send my long email through to PnP. My wife gets a call to say the phone is with the supplier and they would get an assessment by the next day.
Two days after my second email, we get a call to say the phone is repaired and we should come collect!!!
HOLD ON, so, the moment I mention CPA, the phone gets repaired ASAP so that I will have to shut-up and collect! No, Mr PnP, the CPA says that the choice is mine!
When my wife brought to the attention of the Manager and Repair agent the the CPA gives us the choice for a replacement, refund or repair, she was told, this is not PnP policy.
I have now sent another email to PnP, asking for a written response.
