R20 to use a store's trolley?

Today I went to Shoprite Usave to purchase 10 boxes of self-adhesive PVC tiles. I had to pack them in a trolley all by myself as most of the staff was on lunch. After paying for them, I used the store's trolley to carry them from the store to a taxi rank, a distance less than 1km to be exact. However, on my way to the taxi rank, I was stopped and called back to the store. The 'acting manager', mentioned above, insisted that I cannot use the store's trolley without having to pay a certain fee first. Annoyed by this, I asked him to take back the tile and give me back my money. He did exactly that. So my concern is, is it ethical enough for a customer to be asked to pay a certain fee to use the store's trolley for carrying good purchased at that store? If so, are customers expected to carry heavy good from Shoprite to their desired place without using means such as the store's trolley? I really experienced a bad treatment today and I hope the above-mentione
