Voucher offered but no delivery in 2months

About two months ago I bought a packet of pampers diapers. More than half the packet was horribly made that the gel literally rolled out the back of the diaper. I called and complained they sent a courier to pick up the diapers called me to say I can expect a voucher in the mail and its been two months and not even a call. I used pampers with my first child and never had a problem, this is disgusting service from pampers.
