Not so mobile... mobile toilet!

I bought a mobile toilet in July from Bargain Tents (AkA Boss Tents) according to the online picture of a mobile toilet for my events company. Once I received the toilet as I am based in the Eastern Cape and they are in Durban, I saw that the toilet has no waste tank nor does it have a water tank for flushing! The "plumbing", for lack of a better word, looks unfinished and shoddy and just downright a mess. When I enquirer as to where the waste goes and where do I get water for the toilet they said the they needs to be attached to a main sewer and water line!?! So where the practicality in that I asked. According to the consumer act if the purchased item does not fit the intended and advertised use then the consumer has the right to return for a full refund. These people have now ceased to answer any of my calls, when I call asking for the owner, he is either just stepped out, not in yet, or is unavailable.
