Nappy torn and silicone (all over baby)

We have twin girls, now 16 months old. Naturally, cheap doesn't work, cause you have to change twice as much. We went back to what we thought was still our trusted friend, Pampers. We changed the girls at 8:00pm last night. They slept through without taking the bottle, so you can imagine how disgusted I was to change my little girl at 07:00am only to find her sopping wet, because the nappy had burst at the top seam. She was covered in what I assume to be silicone. It was everywhere... I mean everywhere.

It just seems that the nappies cant take that much as they used too or they are "made differently". I have two other children, a boy and girl (now 10 and 9) and we never used to have this problem.
