Pampers nappies breaks

I have used Pamper nappies with my 1st born which is now 6 and now using it with my 18 month old baby and have terrible experiences. i normally change his nappy every 4 hours within less than 3 hours the nappy breaks, this happenend on 3 occassions. once i took a nappy out of the pack and the strap was broken. i have got a photo of one of the broken nappies. i have such a lot of faith in pampers and it is very expensive but i have to buy what is good for my baby's bottom, but its like throwing money down the drain. these days we can't take money or thinks for granted..
