Not following up with clients

I ordered two items from Home-choice in May and i received only one of them and every time i contact them to find out about the other order they tell me it was posted, but i haven't received it stile. Now i am expected to pay for the order that i never received, although they gave me a parcel number i believe they are supposed to followup with post office to check if I received the parcel.
Today i called their call centre to ask if they can do a follow up a lady called Babara told me their system is down and that she will send through a request to their admin department so they could log a call with post office. So my complain is had i not followed up with to ask them if they could log a call with post office they never would have done so. Because they never called me in the first place to check i received the parcels.
I would really appreciate your help Hellopeter.
