Bad Credit record over a R10.00 Short payment

I just tried to apply for car finance and they have told me that they cant give me the amount I need because there is a red flag on my name.

I investigated this with TransUnion and the advised that it is R10.00 short payment done on Feb 2012.
I wasn't aware of this because I never personally paid the account, sent someone to pay and they didn't know about asking what is due.

Can a credit provider do this? shouldn't it be automatically resolved after a few months as i was paying my account regularly.
Please advise if this is my error and can it be resolved.
