Are there people smoking inside the store?

The question says it all - whenever one walks into this food store, the entrance smells of cigarette smoke. Are there customers who smoke in the shop or where the does it come from?
Appart from the fact that i am extremely allergic to secondhand cigarette smoke, i get the feeling that the shop management has NO urgency with regards to Hygiene - it is ultimately a foodstore.
It is one thing that the shelves are mostly empty - happens more often than not, but when Hygiene in a foodstore is compromised, i think that the time has come to rather close shop!!!
This has been going on for so long that i am starting to wonder if the people in charge are really competent or just plain AA appointments.
