No real answer after 4 phones calls

I keep calling your careline get put through to westgate branch where i registered my moms & tots card. I'm asking a few simple questions just want to know if my registration has gone through, if the purchases I've made reflect on the card and when the bag will be issued to me. Ive been through phones put down in my ear, by a rude Confidence or Constance who told me after the second call she cant help me and will get someone to call me back. Was told at registration it takes two week max for the purchases to reflect its been two weeks and still not hearing anything from anyone. Why make promises you are unable to keep?
