Managers are never available

I keep getting phoned by home mark but when asking to speak to someone in charge they are always in "meetings". They won't give ref numbers for calls when its as they say "for our security" or "to ensure quality". There service is shocking and do not listen. I have asked for them now to take me off their database but they just laugh and put the phone down. Now looking for legal advise as to harassment since after numerous times telling them to remove me from their database it is illegal to keep phoning me. (Group action anyone?)
