Why Selling those Nokia Lumia phones?

My Fiancee went to but a Nokia Lumia 510 on the 27.04.2013 and the sales person who sold the phone notified her that she will need to contact Nokia after purchasing the phone as she cannot access lots of basic application such as banking facilities and cannot dial *111# due that what ever software that needs to be loaded. She contact Nokia and they giving her a run around not one is willing to help her, now i need to know why is CNA selling this phones if there is something missing on this phones and why is it the customer's responsibility cost of transport to be going to Nokia and all those extra cost. I want to return this phone and get an exact phone with all the software loaded i am not willing to go to Nokia offices anymore.
