Account opened in December 2012- no card received

I opened my account during mid December 2012. I initially asked the card to be posted to my street address. as it was not received end of Jan 2013, I called in and stopped that card and gave a post net box address. It is May 2013 and I still have no card, I have to make purchases and payment with my ID. and Today I receive a statement for the first time and nothing before this at all. Not every impressive service, how long would I have to wait for a card.
