Why should I pay for a service that I do not receive.

Unit was installed in mid September. Must have a working tracking unit in the vehicle my insurance requires it. What happens if my vehicle gets and the unit is not working? Who will pay for the replacement of my vehicle?
PROBLEMS:
1. After the unit was installed and not working. FROM DAY ONE The technician came out and replaced the unit after spending hours on the phone to arrange this.
2. I requested a credit for the pro-rata month that I had the unit as it was not working during this time, I had thought that this had been dealt with as I never received an invoice for the tracking.
I ensured that they had my correct contact details (more than once), messages and e-mails stating that my account is outstanding.
3. The unit was now replaced and I received a new number that I must use for tracking my vehicle, tried it still not working. still no feed back.
4. After many phone calls and fights another number given, STILL NOT WORKING
This unit is still not working and the account is also not sorted out. They will not allow me to cancel the unit and no one wants to help me.
SO WHAT NOW???
