No action or response on request and then query

My fellow collegue and I went to Promenade Mall for business. I needed the toilet and was directed to the bathrooms at the food court. A lady was in there hitting her child continuously for an extended period. When I told her that amounted to child abuse she shrugged me off. It was really bad and the child was visibly upset. When I called the security named Tabata he laughed at me and said he could not call her in even though there were other witnesses. When I mentioned that child abuse is illegal and that if she had they would have stopped her he half heartedly said something over his walky talky to which no one did anything. The woman ran off. I went to the office to report it however the manager was out and I waited for quite a while before a man by the name of Wayne pitched up. He said he would send it on to the manager and that they would get back to me with regards to the poor show by the security gaurd. I have yet to wait for a response and this happened over 2 weeks ago. This is far worse than or vandalism. What concerns me most is that this was considered a laughing matter yet these are the people we expect to protect us but let child abusers get away.
