Sucurity not doing there jobs

Hi i live in rooshof bellvile cape town and the flat next door where vetus are securities for are not doing there job properly, they allow people to make noise right through the night at the front gate where they stand, my family and i cant sleep because of the noise and i have to call the head office every-time to complain about the noise, they don't keep the people in check and allow drugs to and prostitution to happen while they stand there, i complained again today and was told that they only do access control and cant help me with my complaint
