Want to charge cancellation fee

I Was called on for a Tracking promotion from Chase's Call Center on the 15th of August 2013. I was requested to give all my details and when the operator told me about a cancellation fee I said I know my rights and would not pay said amount! I was under the impression that they where affiliated to TRACKER SA . when I made some queries I found out that they where not affiliated. I then made a call to them later the afternoon to say that I did not want to go ahead with the installation and monthly tracking fee. The lady on the other end said that she could not cancel without charging me a admin fee, I wanted to speak to her supervisor who was unavailable his name Jared Holtman, I tried today the 15th of August to contact them again and again the same story and that Jared Holtman was not taking calls.
