Lack of accountability and concern regarding query

Over a month ago a quotation was requested for the rewiring of part of a underground cabling that cut. A technician came out based on our understanding to fix this as my husband explain exactly what the issue was. However the technician told us exactly what we told him and provided us with a quotation. We paid 50% deposit in terms of the quotation and when a subsequent technician came to carry out the work they were not sure what they were meant to do, they did not bring with them the necessary equipment, I had to lend then my spade, further they couldn't understand why the quotation was for complete replacement when only a portion of the pipes were cut. I was informed that that due to then not carrying out the complete quotation work I should be credited for the work not done. I sent emails to the accounts department querying the credit and was told Cathy was looking into this. All my emails to Cathy have not been answered. I subsequenelty emailed the Sales Manager Gail who has read my email and has yet to respond. I was quotated over R1000 for the work which covered my entire yard however only -3m was done and Vassie indicated only R100 would be credited for pipes not used
