No service- but being charged

I called more than a week ago to test my tracker that was installed less than a month ago. They couldn't pick up the signal so sent me an email to confirm that they will send a technician to come check it. To date no one has come but they debit my account. I would like my first month fee wavered as I didn't receive the service and want to report extremely poor service.
