Paid a deposit, contractor effectively disappeared

I live in the Middle East, and rent out a house to tenants in Randburg. At the end of March, I paid Dylan MacKenzie (owner of Total Security Solutions) a R4440 "deposit" to install a sliding security gate at the house. The deposit was to cover the manufacturing costs of the gate, which I was told would take 7-10 working days. Despite repeated promises and countless "reschedulings" Dylan did not install the gate. Not "did late" or "did poorly", he just chose not to do the job he was contracted for. At all. He has repeatedly to me and my tenant (who has had to wait several times in vain at the house for Dylan to keep his scheduled appointments), and now MacKenzie chooses not to respond to my many, many attempts at contacting him (phone calls, sms'es and e-mail). In my book, this makes him a artist at best, a at worst.
