Erection of tombstone

Paid Barry Solin a deposit for a tombstone and money for a license to erect the tombstone. The tombstone was supposed to be completed on 26 April 2016. Nothing has been done and the license to erect the tombstone has not been obtained. Barry refuses to refund me my deposit and license fee even though nothing has been done since the payment.
