EXTREMELY BAD SERVICE

A decoder was hand delivered to the Workshop Branch because it was deemed faulty. A new one was issued on payment of R367.00 and this new one did not work either (same problem). It was then returned back to them so that I cold get the old one back. I am therefore waiting for my refund of R367.00 since Monday 28 October 2013. When I call the Head Office they say they don't do refunds then when I called the Call Centre, they they referred me to the Branch (Workshop) but the Workshop said they do not do it!!!
SO WHO DOES IT??? I cannot get any sense out of them. I am a foreigner from Zimbabwe and maybe thats the reason they don't want to help me???

Please help me with this query as I need the money.
