Bad Service on Prepaid Account

Hi
I recently moved my account to a prepaid account. Bought my voucher, dialed the given digits and sent the voucher numbers and get a message "connectivity problem, please contact Top TV". This was on the 27 July 2013 at 10am. The response was that it will be connected as soon as possible.By 2pm the same day i contacted them again and they said that IT must get involved. It will be done soon.By 6pm contacted them again and the call centre agent was going to call me back. On Sunday morning 7:30am contacted Top TV and they said that they will call me back regarding this but today is the 30 July 2013 and i have no response from them. I have wasted about R150 airtym just waiting in the que and trying to get through to them. Top TV has advertised that Prepaid Accounts is hassle free and i think that is. They havent even tried contacting me to let me know what has happened. Will i be able to get a refund on my voucher of R279.00?
