UNDERAGE CHILD WATCHING A PG13 MOVIE

On 21 May 2013 - 20h00 show - Cine 3 - Blitspatrollie. Firstly when I purchased my 4 movie tickets, I was asked if all is over 13 because the movie has an age restriction of 13. We were 4 adults. Yet when we got in the Cine there was a child (she could've been about 2 - 4 years), why was this allowed? The child cried so much while the movie was playing it was so annoying. I thought there was a law this?
