Don't buy HD-PVR if you enjoy free to air channels

DSTV has limited the number of free to air channels one can access through HD-PVR.
The old decoder allowed more public channels, and the HD-PVR with the dual decoder only allows fewer public channels. It does not make sense considering how much more one is paying for a dual viewing.
Why is DSTV pushing free to air broadcast out?
