Deposit not released

Been a tenant for just under a year of my lease agreement of a year. had to move out because had to leave the country. after handing everything keys to Mr. Bond, he then told me he will make sure they will advertise and get a new tenant. two months later when i request my rental deposit back. i am told the to owner of the property used my deposit as rental income for they did not find a tenant on time. when asked about my holding deposit from the electricity company, it had decrease from R1500 to R1000 and i am still to receive it. its been 8 months now, and i have received nothing from these clowns.
