Deposit Repayment

I moved to Plaza Place in Sep 2006, kept my flat in a good condition and cancelled the lease in November 2012. The lease is under my aunt as I couldn't afford at the time. In July 2012 I added my friend as another occupant of my flat. I move out on the 07/01/13. City property sent Zoliswa (one of their caretakers) to do the flat clearance. She did the clearance with my friend and advised me to leave the tag with the securities; she will tick on the form that I did bring it. I left the tag with the securities after work. On the 26/02/13 I was advised to call the credit controller as there were extra charges including the tag. I called Zoliswa about my tag and she said it's with the securities and I must go there and fetch it. I then called Rachel (Credit controller) and reported my issue. She reversed the tag charge and not the amount I'm owing city property for painting my whole flat as I stayed there for almost 7 yrs. Why did the building managers not report on their monthly reports that my flat is in a bad condition? Is it not their duty to paint all the flats when we move out as part of maintenance? Rachel sent me an e-mail today saying your account is in arrears of R4102.62.
