Deposit refund not paid back

I moved out the 04 nov 2013. i was told my deposit refund will be paid back after 6 weeks.on the17 and the 23 Dec 2013, i called the office spoke to them, the account lady sent me statement on the 19 dec 2013 reflecting what is due to me.

on the 23 dec 2013 the manager (vaded) contacted, she promised before 25 dec 2013 the money will be in my account..im still waiting for that money..

why are they taking so long to pay back.the office was closed on the 24 dec 2013. i went to the office this morning 09h30, they telling me that its the headoffice delaying them.i waited there for 3 long hours to get feedback from them office still nothing...

they charge so much rental and yet paying back deposit is too difficult..

i'm so disappointed beyond words...
