Would you accept a make-believe electric fence?

We were hunting for new premises and were shown a nice property in Benrose. The property had all we require, the location, size and security.
One week into our tenure, we have had 3 break-ins (high crime not disclosed), but more disturbing, is the fact that the 20-strand electric perimeter fence does not work. Before we signed with agent, we were assured that ALL gates, security etc in place would be fixed, but we would need to take over the alarm contract with Chubb into our name which we did.
We then realised the criminals were getting through the electric fence, so got an independent contractor to assess the fence - and were told that the fence was long time dead, as both energisers were broken.

We addressed this with JHI Properties, who have taken a dirty "not our problem" attitude - even though we took on the property knowing it had a secure electric fence. Had they showed us the property and said "here is a fake electric fence that does not work" we would not have taken the premises.

This is a material non-disclosure, surely when taking a premises in good faith that all is working, we are not expected to electrocute ourselves on the fence to see if untruths are spoken?
