Non-collection of refuse as per agreement

I am currently residing in a complex which is managed by PMA. As per the letter issued by the body corporate the following is stated: Refuse: Please note that as soon as Tshwane delivers bins, we will notify all. In the meantime, all refuse must be placed in A BLACK BAG in the the refuse house, and it will be removed on a Thursday. No boxes are allowed. Please tear up any boxes in order to fit into a black bag, for removal. It has been two weeks now and refuse has not been collected as stated in the letter. I stay in a unit which is very close to the refuse house that is meant for the refuse of all residents and I am suffering due to the flies and worms that have now infested that refuse house. The situation is now unbearable and our hygiene is at stake! When you call PMA they are very evasive and seem to not be prepared to do anything about this situation. Today I called a lady by the name Rena and she is very impatient and doesnt seem to understand the situation as she doesnt have to deal with the filth on a daily basis. Yet they have the nerve to send out levy statements imposing charges for services not offered! Its disgusting!
